Mid Level Capability Assessment Experimentation Requirement Analyst

Core Services Group is seeking a Mid-Level Capability, Assessment, Experimentation, and Future Requirements Analyst to analyze naval capabilities and future requirements while supporting experimentation initiatives for surface warfare systems. Develop strategic documentation and assessments to guide Navy acquisition and operational planning processes.

Key Responsibilities:
• Support SMWDC HQ, FFC, CPF, CNSF and OPNAV in capability assessments across all
SMWDC-owned mission area capabilities.
• Review, comment, and draft Fleet Warfighting Concepts of Operation (CONOPS), Concepts of
Employment (CONEMP), and other operational requirements documents.
• Evaluate, assess and monitor unit-level mission area readiness and operational capability
through direct observation to support units’ preparation for, and completion of the advanced
training phase.
• Develop, contribute, support, assist, review and monitor inputs to the Fleet Experimentation
(FLEX) program.
• Provide analytical and technical analysis for impact studies, operational cost/benefit analysis,
dependency models, and project tracking that support capability assessments, experimentation
and future requirements tasks.
• Support the Navy acquisition community and Program Objective Memorandum process activities.
• Create technical documentation, including doctrine and tactics, techniques, and procedures.
• Prepare strategic assessments and recommendations for senior leadership.

Required Qualifications:
• Current SECRET Security Clearance
• 10+ years experience as a Qualified Surface Warfare Officer
• 5+ years experience in technical writing, Project Objective Memorandum issue papers, dual-use studies, Concept of Operations, Concept of Employment, or similar documents
• 3+ years experience in acquisition community or with Government's Program Objective Memorandum process
• 3+ years proficiency with Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, SharePoint)
• 3+ years experience in technical writing, developing doctrine or tactics, techniques, and procedures

Preferred Qualifications:
• Weapons Tactics Instructor qualification (Anti-Air Warfare, Anti-Submarine Warfare/Surface Warfare, Integrated Air and Missile Defense)
• Aviation Officer Qualification acceptable

This position is contingent upon successful contract proposal submission and award.
Compensation: $80,000.00 - $135,000.00 per year
